Silvia Pieretto, EFIl’s representative for the EU structured dialogue with young people, atteded the conference.The opinion of young people voiced through the EU structured dialogue process are summarized in this final declaration.

Paul Steiner, member of the EFIL’s EPOR, atteded the conference.The opinion of young people voiced through the EU structured dialogue process were included in the European Council’s conclusions at the end of the Lithuanian Presidency of the EU (December 2013).

The opinion of young people voiced through the EU structured dialogue process were included in the European Council’s conclusions at the end of the Irish Presidency of the EU (June 2013).

After the initial cycle on the overall theme of youth employment (Jan 2010 – June 2011) and the second cycle on youth participation (July 2011 – Dec 2012), the Team Presidency Ireland-Lithuania-Greece will implement the third cycle of structured dialogue between January 2013 and June 2014. The overall thematic priority of the third cycle is social inclusion of all young people.

With the demographic, economic and educational changes in Europe during the last decades, young people have become more vulnerable to risks of social exclusion compared to the general population or to other age groups. The economic and financial crisis also substantially influenced the proportion of youth at risk of poverty or social exclusion, which increased more than within the total population . Hence, a growing group of young people is at risk of social exclusion in today’s Europe . Social Inclusion is also one of the eight fields of action of the EU Youth Strategy and part of the European cooperation in the youth field.

Social inclusion is a ‘’process which ensures that those at risk of social exclusion gain the opportunities and resources necessary to participate fully in economic, social and cultural life and to enjoy a standard of living and well-being that is considered normal in the society in which they live. It ensures that they have a greater participation in decision-making that affects their lives and access to fundamental rights’’ . Social inclusion encompasses but is not restricted to “social integration” or better access to the labour market, as it also includes equal access to facilities, services and benefits accompanied by financial and legal autonomy, access to fundamental rights and support during the transitions from school to work and from living with family to independent household.

Social inclusion is one of the 8 policy areas of EU youth policy 2010-2018.

The three phases

The first phase of consultations during the Irish Presidency will establish an overview of social inclusion and youth in the Member States, and notably the contribution of quality youth work to social inclusion.

Building on the results of the first phase, the second round under the Lithuanian Presidency will address possible actions for social inclusion and more specifically how to include young people not in education, employment or training (NEET) in society.

The third phase under the Greek Presidency will conclude the recommendations on social inclusion, by addressing the role of youth entrepreneurship in promoting social inclusion of young people.
